Noise Texture -> Grain
As a light base color for more realistic metal feeing, I simply change my blending mode to multiply and adjust my opacity settings to get the effect to liking without inverting the layer.

For the last background, I choose dark green color (R102,G111,B41) as my background base color.

Last, for increase enrichment of overall picture, I use the brush tool with font size 78pt to random paint the article part.
